Recognition procedure for research institutes
Applying for recognition
Recognition must be applied for in writing from the Federal Office for Migration and Refugees. The form is available for downloading. Recognition may depend on the submission of a general declaration to assume costs if the activities of the research institute are not financed primarily from public funds.
Statement of acceptance of costs
With this statement, research institutes undertake to assume costs that may arise as a result of an unauthorised stay by the researcher in a Member State of the European Union in the six months after the end of the hosting agreement.
The Federal Office may determine upon request that a research institute is primarily financed from public funds or that the implementation of a specific research project is of particular public interest.

Expiry of the validity of recognition
The research institute's status as a recognised institute is limited to a minimum period of five years. The recognised research institute may agree to enter into hosting agreements with researchers from non-EU countries during this period. Prior to its expiry, an application can be made to the Federal Office for the recognition status to be extended.
Revoking and withdrawing recognition
Recognition is to be revoked or the extension is to be declined if the research institute
- is no longer carrying out research,
- states that it no longer wishes to fulfil the submitted cost acceptance declaration
or - it can no longer fulfil a cost acceptance declaration because it is no longer in a position to do so, in particular because an insolvency procedure has been filed on its assets, the filing of the insolvency procedure has been rejected for a lack of funds, or a comparable decision has been reached under the law of another country.
If the research institute has acquired its recognition by fraudulent deception, threats, force or corruption, it forfeits its status as a recognised institute.
