Nationwide integration programme

One of the key tasks of the Federal Office for Migration and Refugees (BAMF) lies in the development of recommendations for improved integration support within the nationwide integration programme. In accordance with §45, para. 2 of the Residence Act, the diverse range of integration programmes offered by the government, Länder, local authorities and private providers is to be recorded and structured, with specific suggestions being made for the further development of the programmes.

Parties involved

In this long-term process to develop quality and improve integration support in practice, the Federal Office for Migration and Refugees is assembling the most important stakeholders in integration work.

The following are involved:

  • Länder
  • local authorities
  • Federal government, Länder and local authority officers dealing with foreign nationals and integration matters
  • the Federal government commissioner for repatriation issues
  • religious communities, trade unions, employers’ associations, social welfare organisations and other social interest associations – especially immigrant organisations
  • integration programme providers
  • representatives from academia.

Mandate and procedure

The approach focuses on areas of activity, with topics from the following areas being dealt with

In all areas of activity, the BAMF takes into account wider issues such as supporting civic involvement and quality assurance/evaluation.

In subject areas covered by the nationwide integration programme, existing programmes and needs are researched and analysed using research reports, expert interviews and studies. Under the BAMF’s guidance, in working groups, discussions with experts, workshops and specialist conferences, experts then identify pressing topics and areas for action, define common goals and develop from these practice and solution-based proposals for recommendations.

Practice-related issues

Very specific issues are at the heart of these activities, such as

  • what must educational institutions, teaching staff and parents know in order to support children learning German?
  • how should successful partnerships in educating and raising children be organised?
  • how can the knowledge and experience amassed by immigrant organisations be more effectively incorporated into supporting integration?

The nationwide integration programme is a practice-based process and not a political one. The aim is not to formulate integration guidelines of a political nature but to make recommendations based on practice. The integration programme is not a one-off, self-contained plan, but rather, a long-term process that acts on new issues and developments. It is not a specific personal integration programme for individual immigrants.

The nationwide integration programme is closely associated with the National Integration Plan that was launched in July 2007. It also develops implementation proposals for subject areas covered by the National Integration Plan. The outcomes of the integration programme are incorporated into the development of the integration action plan. In addition, further topical issues are also tackled.

Current publications

Experts from the worlds of politics, administration, integration support and academia have developed recommendations on selected topics under the guidance of the Federal Office for Migration and Refugees. These recommendations were accepted in September 2010 by the Federal Cabinet and presented to the public by the Federal Minister of the Interior and the President of the Federal Office for Migration and Refugees.

Implementation

Many of the recommendations that have been developed for the individual topics and areas of activity are currently being implemented. The Federal Office is documenting this process. You can find details of the implementation status in the articles dealing with the respective areas of activity.
