Basic conditions
Council Decision 2007/435/EC of 25 June 2007 (Council EIF Decision) forms the basis for setting up the European Integration Fund. The European Commission issued the strategic guidelines for this decision on 21 August 2007. The current implementation conditions date from 3 March 2011.
For the period 2007 - 2013 there is a total of 825 million euros of EIF funds available. The Member States receive an annual fixed sum and the remaining funds are distributed according to the specifications given in Art. 12, §2 of the Council EIF Decision. The total national figure minus administration costs is issued annually.
Due to the Additionality Principle, measures may only be funded if there is no legal claim to these measures in the respective Member State. Existing national, regional or local measures may be supplemented but not superseded.
The amount of funding in accordance with Art. 13 §4 of the Council EIF Decision comprises up to 50 per cent of project costs as a rule and can be up to 75 per cent under certain conditions. The amount of funding is granted as financial aid and does therefore not have to be paid back.
The Council EIF Decision is part of the Framework programme on solidarity and management of migration flows organised by the European Union. The Member States implement national multi-year programmes based on the European Commission's strategic guidelines and define these more precisely through the annual (work) programmes (Art. 17 - 19 of the Council EIF Decision).
The Integration Fund is subject to monitoring by the Commission which is supported by the Committee for "Solidarity and Management of Migration Flows".
