Temporary protection
Process for accepting and distributing displaced persons in the event of a mass influx of persons as determined by a resolution of the European Council
At the heart of temporary protection is the principle that the person in need of protection should be granted temporary right of residence to prevent the national asylum system from becoming overloaded.
Directive 2001/55/EC was transposed into German law with the entry into force of the Immigration Act on 1 January 2005. In the event of a mass influx of displaced persons, as determined by a resolution of the European Council, the Federal Office
- shall exercise the function of the registering authorities in accordance with § 91a of the Residence Act,
- shall exercise and take on the responsibility of the national contact point in accordance with § 91 of the Residence Act,
- shall distribute the incoming refugees amongst the Federal Länder in accordance with § 24 para. 3, sentence 3 of the Residence Act.
In order to achieve this, an IT procedure for temporary protection has been developed in the Federal Office that offers the opportunity to register on line and implements the allocation to individual Federal Länder in accordance with the specified criteria.
Approximately 900 users have already been specified by the different Federal Länder, and the relevant user accounts have been set up. As a result there is now an integral solution that facilitates the take-up of refugees using an IT process and also supports their allocation to the host Länder.
Target group of the system
The IT system is made available to the Federal Länder and the relevant local foreign affairs offices.
Technical implementation
The application was implemented on the basis of open source and commercial products. All the user needs is a web browser. The application can be displayed with standard browsers (IE, Firefox, Opera, etc.).
