Standard format XAusländer
Standardised data exchange format in managing foreign nationals
The designation XAusländer describes a standardised data format for the exchange of information between offices dealing with foreign nationals. The Interior Ministries of the Länder and at Federal level commissioned the XAusländer project on 31 May /1 June 2007 for a period of three years. It is part of the prioritised Deutschland-Online projects. The costs will be borne on a 50:50 basis by the Länder and the government (in this case the Federal Office for Migration and Refugees).
Motivation and objectives
The aim of the project is to develop a standard for exchanging data throughout the entire system for foreign nationals. This should facilitate exchanges between authorities, considerably reduce the need to re-enter data, and allow data that has been received to be reused in the recipient’s own specialist applications. The requirements of this project include taking into consideration specific regulations and recommendations for standardisation by Deutschland-Online.
Three years after it was commissioned (mid-2010), the XAusländer project is offering an initial published version of this standard (specification and scheme files) free of charge to all authorities involved in managing foreign nationals. The specification contains the following milestones:
- The information model
- Module 1: Communication between local foreign affairs offices
- Module 2: Communication between local foreign affairs office and authorities in the case of residence for "family reasons"
- Module 3: Communication between local foreign affairs office and authorities in the case of residence for "employment" and "education"
- Module 4: Communication between local foreign affairs office and authorities in the case of residence on "humanitarian grounds"
- Module 5: Communication regardless of reason for residence, including integration
- Module 6: Communication between local foreign affairs office and authorities in the case of residence on the grounds of "EU-EEA citizenship"
- Module 7: Communication between local foreign affairs office and other authorities
The specification will be developed by a project group comprising specialists in foreign nationals management, the Central Register of Foreign Nationals, the project management team from the Federal Office for Migration and Refugees and the official data protection officer from the Federal Office for Migration and Refugees.
