The Federal Office for Migration and Refugees publishes the "Educational and Labour Migration Monitoring" every six months as part of its "Series of Reports on Migration and Integration" (Series 1). It provides information on current developments in the field of educational and labour migration from third countries.

The report was published from 2012 to 2019 under the title of "Migration Monitoring". Both the content and the methodology of the monitoring however had to be realigned due to the entry into force of the Skilled Immigration Act (Fachkräfteeinwanderungsgesetz) as per 1 March 2020 (see on this the preliminary note in the Annual Report 2020). The report continues to be based on an evaluation of data from the Central Register of Foreigners (CFR) on residence of third-country nationals in Germany for the purpose of education and gainful employment. Due to the changes, however, these statistics can no longer be compared with the earlier evaluations of "Migration Monitoring".

The Educational and Labour Migration Monitoring deals with all persons who received a residence title (residence and settlement permits) for educational or employment purposes for the first time from a German foreigners authority in the respective reporting period. These persons can then be further subdivided according to whether they previously held another title in Germany (so-called changes of status) or whether a recent immigration can be assumed. In addition to different legal bases, the nationality, age and gender are evaluated for persons without a previous title. The report also takes a closer look at the different forms of changes of status in the context of education or employment. Furthermore, the report looks at the number of educational and labour migrants residing in Germany at the end of the reporting period and their development. The annual reports also describe key political and legal developments in detail and present general data on the employment of third-country nationals in the German labour market, since people who come to Germany with other residence titles (e.g., in the context of family reunification) also have access to gainful employment.

The CFR does not contain any information on the purpose of residence for EU nationals, which is why this group of individuals is considered in a separate publication (Freedom of Movement Monitoring).
