Various areas of application have been identified for the FLORA support system within the asylum procedure. These areas of application are sub-areas of the asylum procedure in which there is a high level of interagency communication and significant media discontinuities. FLORA is currently available for use in the application area I (registration, file cretion and hearing). The incorporation of further areas of application is planned.

Registration, file creation and hearing

Here, the support system assists with the closely meshed stage of the procedure immedi-ately after the arrival and registration of refugees at the (initial) reception centre through to their interview (or Easy distribution). This part of the asylum procedure is characterised by a high degree of coordination and a relatively large number of similar case constellations at the authorities involved. In the course of the project so far, the national implementation of the Common European Asylum System (“CEAS”) and the mapping of the associated pro-cesses within the asylum system have also been included in the objectives.

Accommodation and allocation to administrative districts and municipalities

In future, the support system is intended to assist with coordinating the distribution of refugees within the state and implementing the statutory requirement to reside in a specific reception facility. This means that, if the decision is positive, integration activities can be commenced at an early stage, and delays in delivering positive notices can be avoided. What is more, it is easier to identify other cases where the law permits a longer stay in reception facilities.

Return counseling

In the application area of “return counselling”, the FLORA support system is intended to reduce the effort involved in communication between the state authorities and the BAMF for the voluntary return of refugees to their countries of origin and to make processrelated in-formation more transparent.

Dublin (future procedure for determining responsibility)

In the area of application “Dublin and CEAS”, the FLORA support system is intended to accelerate asylum procedures involving several European countries and make them more efficient. For this purpose, the FLORA support system is designed to assist staff at the BAMF and
other EU Member States in their mutual exchange of information and in carrying out their tasks. In the context of transfer requests from other Member States, the FLORA support system is intended, in particular, to make it easier to prioritise cases and coordinate schedules.
