FLORA – The federal asylum blockchain infrastructure
Since 2018, the Federal Office for Migration and Refugees has been developing a blockchain solution for inter-agency cooperation in the asylum procedure within the “FLORA” project, with the participation of the Fraunhofer Institute for Applied Information Technology (FIT).
In contrast to traditional architecture models, the blockchain-based approach natively offers the possibility of establishing distributed data storage with a high level of data security. This also corresponds to the fundamental idea of the federal state model. When asylum seekers arrive and the asylum procedure is initially processed, close cooperation between several ac-tors is required. The digitalisation of inter-agency procedural logic using blockchain technol-ogy can significantly accelerate the exchange of information required in this process. Media discontinuities, procedural delays and resource requirements can be significantly minimised, and data protection guidelines and laws can be implemented more effectively. Furthermore, the management of inter-agency processes and information flows is greatly simplified by the introduction of a model process supported by the FLORA assistance system. In the long term, other inter-agency processes that require a high frequency of communication between the BAMF and state authorities should also be mappable using FLORA. Since July 2024, the pro-ject status has been completed. FLORA is being continued as a product and is undergoing constant further development.

Federal Blockchain Infrastructure Asylum (FLORA)
uThe Federal Office for Migration and Refugees (BAMF) has worked together with the Saxony Land Directorate (LDS) in the Anker facility in Dresden to set the stage for a federal blockchain asylum infrastructure (FLORA) in Germany. A new blockchain-based support system supports cooperation between authorities in the asylum process.
