Sign MoNa’s conditions for use and e-mail them to us:
- Higher education institutions and research facilities should use the e-mail address REST@bamf.bund.de
- Companies should use the e-mail address ICT@bamf.bund.de

- Once we have verified the application, we will send you your registration code by post.
- You can use your registration code to register for the DeBeV (Delegated User Administration of the specialist MoNa application). (https://benutzer.migra.bamf.de/debevReg/)
- Carry out the step "Benutzer übernehmen" ("Accept user"), as described in the DeBeV conditions for use, in order to be able to use MoNa. You will find the DeBeV conditions for use in the Download section.
- You have successfully registered for MoNa, and can forward the desired mobility notification in accordance with section 16c, 18e or 19a of the Residence Act (AufenthG).
Mobility notification to the BAMF
All documents, with the exception of the passport and the residence title, need to be submitted in German. The BAMF may be able to accept easily-understood documents in a foreign language, and will decide whether the documents submitted meet the requirements.

Information for undertakings: The notification must be submitted by the entity in the first EU Member State. The host entity within the undertaking in Germany may however also be issued with a power of attorney from the entity in the first EU Member State to submit the mobility notification.
MoNa application
Using the specialist MoNa IT application (National Mobility contact points) complies with the prerequisites of the Online Access Act (Onlinezugangsgesetz), and enables digital communication that is free of media discontinuities and privacy compliant between the higher education institutions, research facilities, undertakings and the BAMF, as well as between the BAMF and the competent immigration authorities. Work is constantly being carried out to optimise the specialist application in order to make it easier to draft notifications. MoNa offers the following advantages:
- speed: Notifications are processed more rapidly and more efficiently.
- draft function: You can save a notification as a draft and continue working on it at any time. You can send the notification as soon as your draft is complete. Please furthermore note that you can also delete drafts.
- Extensions of mobility can be processed more quickly via MoNa: If the first notification was forwarded via MoNa, you can extend it, and only need to update the data.
- User administration for MoNa is carried out via a Delegated User Administration (DeBeV): The facility can nominate an individual with administrator rights in DeBeV; this individual can in turn register staff members to use MoNa. This enables each institution using the application to manage its users itself.
- Import function for automatically sending forms: A form for entering personal details is made available in the MoNa Download section which MoNa can read automatically. This means that it is not necessary to complete the MoNa template by hand.
- Electronic delivery of the digital certificate: It is also intended to send mobility certificates digitally in future, and hence to make it possible for them to be delivered more quickly.
Data protection
In order to simplify data protection questions for you towards students and researchers, you will find a Data Protection Statement in German and English in the Download section. Making this Data Protection Statement available satisfies the statutory information obligations vis-à-vis the mobile persons. You can have the Data Protection Statement signed by the students or researchers for your own documentation purposes.
