Opportunities and challenges of using blockchain technology in public administration , , Insights from the FLORA project of Germany’s Federal Office for Migration and Refugees

As part of the establishment of a federal blockchain infrastructure (FLORA), since 2018 the BAMF has been gathering a wide range of experience on the technical, organisational and legal challenges involved with using blockchain, as well as on the special opportunities involved. The BAMF has now brought together the experience gained so far from developing and evaluating a FLORA assistance system at the Anker facility in Dresden in a white paper. This paper starts by highlighting various clashes resulting from the characteristics of the asylum process in Germany, as well as from the fundamental challenges involved in the introduction of blockchain-based systems. The paper goes on to show how the BAMF was able to successfully resolve these conflicts as part of the FLORA project. This experience will be used, ultimately, to identify best practices that will serve as an incentive for successfully implementing blockchain projects in the public administration.
