EMN Inform: New and innovative ways to attract foreign talents in the EU ,
The EMN-OECD inform explores the innovative strategies used by EMN Member Countries and select non-EU OECD countries to attract foreign talent from January 2021 to March 2024.
Since 2021, 15 EMN Member Countries have introduced new or innovative approaches to attract foreign talent. The EMN inform focuses specifically on two groups of "foreign talent" - third-country nationals with higher professional qualifications or skills and individuals of all skill levels working in high value-added economic sectors. Additionally, six EMN Member Countries only reported projects that were organised and funded nationally.
EMN Member Countries use varying approaches to define what constitutes a high value-added economic sector. However, frequently highlighted sectors include healthcare and life sciences (including social work and the pharmaceutical industry), information communication technology (ICT) and (high) technology, and manufacturing and chemical industries.
Initiatives often target specific economic sectors or countries of origin. High-skilled sectors such as information technology (IT), engineering, and healthcare are commonly targeted, with the Philippines, India, and Brazil frequently mentioned as countries of origin.
Third-country national and employer websites, commonly used by EMN member countries to attract foreign talent, serve purposes such as providing job listings, guidance on recruitment and migration procedures, and facilitating direct links between job seekers and employers. Other initiatives include diplomatic efforts and tax and other financial incentives.
Initiatives are implemented by a range of actors including national authorities, private stake-holders, and non-governmental organisations (NGOs). Ministries of Economic Affairs, Labour, and sometimes Migration or Foreign Affairs can also play a role.
