EMN Inform: Responsibilities and access to rights for beneficiaries of temporary protection ,
The EMN-OECD Inform describes how EMN Memberstates, EMN Observer Countries and Non-EU OECD-Countries shaped and further developed access to rights and support measures for beneficiaries of temporary protection between 2023 and 2025.
Since the activation of temporary protection in 2022, countries have continued to adapt their systems to ensure access to employment, education, healthcare, housing, and social support. Many measures have been gradually integrated into national structures and increasingly oriented towards long-term integration.
Several countries have introduced financial contributions for certain benefits – such as housing or meals – generally only for persons with sufficient income. Vulnerable groups are exempt from these contributions. These adjustments are designed to ensure that support is provided in a targeted and needs-based manner.
The Inform also highlights progress in labour market integration and describes new opportunities for transition to alternative residence permits. In addition, it outlines recent legal and policy developments in areas such as social benefits, education, and healthcare.
A key challenge, however, remains the continuous adaptation of national systems to the evolving needs of beneficiaries of temporary protection, while ensuring sustainable and equitable access to rights.
