Evaluation of advice centres funded by the Federation - Final report , Date: 2023.02.23, format: report, area: Authority

The Camino and modus|zad research institutes evaluated two advice centres funded by the Federation on behalf of the Research Centre of the Federal Office for Migration and Refugees (BAMF-FZ). The evaluation was intended to identify measures that are particularly effective in the advisory process, and to develop a model for evaluating advisory practice.

The National Prevention Programme against Islamist Extremism (NPP) provides for support through research, as well as for the evaluation of the measures funded by the Federation. The Research Centre of the BAMF is involved in examining which deradicalisation measures have proven successful and can be transferred into good practices. To this end, an effectiveness-orientated evaluation of two advice centres funded by the Federation was conducted from July 2021 to June 2022, in cooperation with "Camino" and "modus|zad".

Key findings:

  • Both advice centres are operating in an effectiveness-orientated manner with a view to reaching the target groups.
  • The planning of advisory processes, as well as the selection of strategies and methods, is designed to ensure effectiveness-orientated operation.
  • All quality assurance instruments and procedures are designed in such a way that it is possible to work in an effectiveness-orientated manner in individual advice cases.
  • A "Dimension Model of Successful Distancing" was developed in order to provide a systematised, practical foundation on which to evaluate distancing processes.

The results of the evaluation are used as input for optimising the advisory work, and are intended to support the observation, structuring, reflection and ultimately the impact measurement of the advisory work with individual distancing.
