The BAMF Brief Analysis 4|2025 examines the development of the population structure of Ukrainian refugees in Germany between the end of 2022 and mid-2024. The analyses are based on data from the Central Register of Foreigners.

This Brief Analysis first shows, on the basis of data from the Central Register of Foreigners (AZR), how the immigration and emigration of Ukrainian nationals to and from Germany has developed since the beginning of the Russian war of aggression until the end of June 2024. It then shows how the gender and age distribution of Ukrainian refugees residing in Germany changed between the end of 2022 and mid-2024. Finally, the distribution of refugees among the federal states and how it has changed during this period is analysed.

Key findings

More than half of the Ukrainian refugees residing in Germany in mid-2024 arrived in the first two months after the start of the Russian war of aggression. While around three quarters of the refugees who arrived in Germany between 24 February 2022 and 30 June 2024 are still in the country, around 15 per cent had left by the end of June 2024. Between the end of December 2022 and the end of June 2024, the number of Ukrainian refugees in Germany has increased by a total of around 19 per cent to around 1.1 million.

The increase is much more pronounced among male refugees than among women, with the proportion of men among adult Ukrainian refugees rising from around 28 per cent at the end of 2022 to around 35 per cent in mid-2024.

With an increase of only around four per cent, the number of underage Ukrainian refugees has increased significantly less than the number of adults, partly because a relevant proportion of refugees who were still minors at the end of December 2022 had reached adulthood by the end of June 2024.

Due to normal ageing and migration, the average age of Ukrainian refugees slightly increased between the end of December 2022 and the end of June 2024, from around 26 to around 28 years for male refugees and from around 34 to around 35 years for female refugees. However, if only adult refugees are considered, only women show a slight increase in the average age from around 43 to around 44 years, while the average age of adult men has actually decreased slightly from around 42 to around 41 years.

In relation to the respective number of inhabitants, Ukrainian refugees are evenly distributed across the 16 federal states. Only in the city states of Hamburg (1.9 per cent) and Bremen (1.8 per cent) is the proportion significantly higher than the national average (1.3 per cent).
