The focus of the working paper was on migrants, who are employed in the low-wage sector of the labour market. The analysis included both foreign nationals and people with an immigrant background. In addition, aspects of the labour market in the case of persons with a right to remain were studied. People with a right to remain are migrants with temporary suspension of deportation (Geduldete) and those who are covered by the backlog regulation.
Applying the definition used by the OECD for low wages (two-thirds of the average gross salary) the low-wage sector was considered separately from the rest of the labour market. The data from the IAB panel "Labour market and social security" (PASS) were used in conjunction with the cross-section analysis. The focus was on, among other aspects, the reservation wage (that means the wage for work at which an employee is prepared to offer his services), the level of qualification and educational qualifications, as well as professions and sectors.
The group of those persons with a right to remain, whose residence status has improved since 2007 under certain conditions, was also an object of the study. These people were observed as a special sub-group of employed migrants in the low-wage sector. Data from the Central Register of Foreigners and the Federal Employment Agency were consulted to analyse the employment undertaken by this group.
